WHAT WE BELIEVE

The following position statements constitute the official platforms adopted by the Wyoming Constitution Party at its 2016 state convention in Casper.

PREAMBLE

The Constitution Party of Wyoming gratefully acknowledges the blessings of our Lord and Savior, Jesus Christ, as Creator, Preserver and Ruler of the Universe, and Benefactor of the United States of America, and the state of Wyoming. We hereby appeal to Him for mercy, aid, comfort, guidance, deliverance, and the protection of His providence as we work to restore and preserve the Republic of the United States.

OUR FOUNDATIONAL PLANK

The only legitimate role of government is to secure our God-given right of life, liberty, and ownership and control of property. Individuals have the right and duty to protect these God-given rights.  As government derives its power from the consent of the governed; the only power it rightfully has is an extension of the individual to provide protection for these rights. When government usurps other functions, it becomes tyrannical.

CHARACTER & MORAL CONDUCT

Party leaders and candidates of the Constitution Party of Wyoming (CPWyo) are expected to be of good character – exhibiting qualities of honesty, integrity, reliability, moral uprightness, fidelity, prudence, temperance, justice, fortitude, self-restraint, and courage.

 

Each elected official will be conversant with the Constitution of the United States, the Constitution of the State of Wyoming, and principles of proper government. These officials, party leaders, and all candidates for public office endorsed by the CPWyo must commit themselves to adhere to these qualities and this platform. We support the removal of elected and appointed officials who violate their oath of office as stated in the Constitution.

DEFENSE

We affirm that Wyoming has the right to a militia, and support an active, trained, and equipped state militia. We oppose any use of foreign forces on Wyoming soil and will not recognize orders or directives from the United Nations or any other international organization.

COST OF BIG GOVERNMENT

We propose to cut spending substantially by reducing the structure and function of Wyoming State government to their Constitutional limits.

The individual is the first line of defense against crime and shall not be subject to civil or criminal liability for practicing self-defense.  Crime should be dealt with by state and local governments without unrequested federal intervention or use of military force.

 

We support the traditional principle of Posse Comitatus Act of 1878. The county sheriff is the primary law officer in his county; any active law enforcement entity who enters a county must obtain permission from the sheriff.  We insist that the sheriff protect individuals against unconstitutional federal intrusion.

SANCTITY OF LIFE

We affirm that human life begins at conception and stand for the protection of human life. From conception to natural death: specifically, we oppose abortion and euthanasia.

EDUCATION

We oppose accepting Federal funds for education. The authority and responsibility of educating children belongs to their parents. We oppose compulsory attendance laws, testing, and taxation as mandated by the government.

 

We support the unimpeded right of parents to provide for the education of their children in the manner they deem best, including home, private, religious, or other schools.

EXECUTIVE ORDERS

We oppose Executive orders that make law or otherwise usurp the constitutional authority of the legislative or judicial branches of the federal government, or those of the State or the people.

FAMILY

The law of our Creator defines marriage as the covenanted union between one man and one woman, which is the foundation of the family. We oppose any legal recognition of homosexual unions, or civil unions, and oppose government funding of benefits for partners of unmarried individuals. We oppose recognition of such unions from other states.

GUN CONTROL

The God-given unalienable right to keep and bear arms is guaranteed by the Second Amendment of the United States Constitution and Declaration of Rights as stated in the Wyoming State Constitution. We uphold this right, and oppose all attempts by the federal government to control or restrict the possession and use of guns and ammunition.

 

We oppose attempts to require registration of guns and ammunition. We oppose all restrictions on the right to own, carry, or conceal weapons.

HEALTHCARE & GOVERNMENT

We oppose any governmental intrusion in American medicine. We support the freedom to choose medical coverage and medical treatment without government interference. We support the nullification of the Patient Protection and Affordable Care Act.

RELIGION

The Constitution of the United States grants no authority to the federal government either to grant or deny the religious expressions of its citizens in any place, we oppose taxpayer financed religious practices. Both the First and Tenth Amendment of the United States Constitution forbid such tyranny.

STATE & FEDERAL RELATIONS

Whereas the acceptance of federal funds always results in the imposition of federal regulations, we support operating Wyoming government without federal funds, to avoid federal regulations.

We favor amending the Constitution of the United States through the traditional congressional method that has protected our freedoms for more than two centuries; we oppose the calling of any constitutional conventions by Congress by application of State Legislatures with the purpose of subverting our existing rights at the whim of public opinion.

We oppose all warrantless federal and state electronic surveillance as violations of the privacy guaranteed by the Fourth Amendment. We also oppose national computer databases and national identification cards or numbers for people as a violation of the 9th and 10th Amendments.

We affirm the Fourth Amendment of the United States’ Constitution the right of the people to be secure in their persons, houses, paper, and effects against unreasonable searches and seizures, including, but not limited to, general and unwarranted electronic surveillance, national computer databases, and national identification cards or numbers for people.

We affirm that the U. S. Constitution forbids the federal ownership of land within states' borders except for Constitutional military bases.

welfare

The provision of charity by any government is not only unconstitutional; it is immoral and socially destructive. Under no circumstances should citizens be taxed to fund welfare. Charity must be voluntary. Individuals, families, religious entities, and other private organizations are God’s intended providers.

We affirm that the State of Wyoming has the right to manage all wildlife within its confines for the benefit of the people.

We support Wyoming managing its own emergencies to the exclusion of federal agencies.

All powers relating to Wyoming, its people, lands, and issues not specifically delegated to the United States by the Constitution nor prohibited by it to Wyoming, are reserved to the State of Wyoming respectively, or the people.

We affirm the natural right of the states to nullify the actions of federal agencies and court decisions that usurp powers not enumerated to them by the U. S. Constitution.

PRESIDENTIAL ELECTORS

We advocate the selection of Wyoming Presidential electors in the following manner: one by the Wyoming Senate, on by the Wyoming House of Representatives, and one by popular vote in each congressional district.

Whereas ownership and control of personal and private property is an unalienable right and key to a successful free market, and federal or international regulations inhibit the aforementioned; we oppose any third party entities (organizations, agencies, persons) that would impose their agenda, causing a diminished control over the owners; private property rights.

 

We favor specific Wyoming legislative action to forbid any Wyoming governmental subdivision from participating in any such agenda or organization, specifically prohibiting ICLEI (International Council of Local Environmental Initiatives) and Economic Development organizations.

We support recall, initiative and referendum, at all levels of State and local government. We support the removal of elected and appointed officials who violate their oath of office.
